Championing Change: Dominique Dove's Leadership Impact on Equality for Military Families

Dominique Dove’s story is one of transformation, resilience and advocacy, shaped by her experiences as a Government Appellate Attorney for the U.S. Army JAG Corps, a devoted mother, and a tireless champion for equity. Her journey hasn't always been easy, but her commitment to creating meaningful change has led to profound impacts across the military and beyond.


In 2020, Dominique took on one of her most significant challenges, spearheading regulatory changes that positively affect more than 400,000 soldiers. Her grassroots effort began with a white paper that addressed the challenges faced by pregnant and postpartum soldiers. What started as an initiative in the field gained momentum at Army Headquarters, ultimately resulting in the Parenthood, Pregnancy, and Postpartum Army Directive (AD 2022-06). This directive introduced 12 policy changes that not only modernized military regulations, but also reshaped the landscape for Army parents and families. Dominique’s work on this directive is a testament to her belief in "People First," an Army slogan that has guided her approach to leadership and advocacy. "Without the military, I wouldn’t have had the platform to influence change that impacts so many," she reflects. "I can confidently say that my legacy will live on through the directive."


Dominique's commitment extends far beyond her official duties. She is also recognized for her pro bono work, advocating for veterans in need. Whether it's assisting with discharge upgrades for those facing service-related mental health challenges or advocating to expand the definition of homelessness for veterans, she strives to ensure that every veteran's story is seen and heard. The recognition she’s received, such as being named one of the American Bar Association’s Top 40 young lawyers and Old Dominion University’s Top 40 under 40, are acknowledgments of her tireless efforts to push for equity in every sphere she touches.


Dominique’s role as a mother adds another layer to her leadership philosophy. Her daughters are her driving force, inspiring her to create a world where women can break free from societal limitations. "I am showing my daughters that they can be anything they want to be," she says. This mission extends into her passion for pageantry, where she uses her platform to reach women globally, encouraging them to raise their voices and pursue their ambitions fearlessly.


A turning point in Dominique’s journey came when she joined the Women Veterans Leadership Program (WVLP). Before the program, she often viewed her military service as a footnote in her identity. However, the program was a space where she learned to embrace her full self, discovering the power of connectedness with other women veterans. "Listening to the journeys, struggles, and growth of other women empowered me to use my voice," Dominique shares. The program gave her the confidence to speak out for positive, impactful change, both in the military and in civilian life.


One moment that stands out vividly in Dominique’s memory occurred during the program's graduation ceremony. As part of a reflective exercise, each participant created a poster board that depicted their personal growth, aspirations, and favorite quotes. What began as a personal and intimate activity transformed into something profound when songwriters, inspired by the women's words, created a moving song for the cohort. Dominique still recalls the chills she felt when she heard the lyrics that echoed her favorite quote: "Change will not come if we wait for some other person or some other time; we are the change we seek." This moment solidified her belief in the power of collective voices and the strength that comes from being truly seen.


For Dominique, the Women Veterans Leadership Program (WVLP) is not just about acquiring leadership skills; it’s about embracing a newfound sisterhood and discovering the courage to lead with authenticity. She describes the program as life-changing, noting how it enabled her to tap into her potential and connect deeply with other women Veterans who shared similar experiences. “So many of us didn’t identify as veterans or saw our service as less important than our male counterparts," she explains. The program shattered that misconception, providing a space where women veterans could recognize their worth and the unique value they bring to the table.


Now, as Dr. Nation’s Capital 2024, Dominique plans to use her platform to champion causes that are close to her heart—supporting homeless women veterans and advocating for those affected by military sexual trauma. Armed with the skills she gained from the Women Veterans Leadership Program (WVLP), she approaches these challenges with renewed purpose, confident in her ability to effect change. She encourages other women veterans to consider joining the program, promising that they will gain more than just leadership skills—they’ll find a community and a sense of belonging that lasts a lifetime.


As Dominique continues her advocacy, she invites others to support the Women Veterans Leadership Program (WVLP), emphasizing that their contributions help women veterans reconnect with themselves and their communities. "The program doesn’t just help women veterans—it equips us to continue serving in a way that truly makes a difference." Her story is one of courage, transformation, and a relentless pursuit of a better future for all who follow in her footsteps.


Dominique Dove is just getting started, and the world is already better for it.
